Commonwealth Connection Submission Portal

Section P of Item 115 of Chapter 2, 2021 Acts of Assembly, 2021 Special Session 1, commonly known as the Budget Bill, directs the Department of Housing and Community Development (DHCD) to develop a statewide broadband availability map indicating broadband coverage, including maximum broadband speeds available in service territories in the Commonwealth. As directed in the Budget Bill, all broadband service providers shall be required to submit updated service territory data to the Department annually, containing the locations to which they provide broadband service. This portal will serve as the collection tool to gather coverage data from providers that will be used to generate the new Virginia Broadband Availability map.

Pursuant to budget bill language, DHCD will publish only anonymized versions of the map, showing locations served and unserved by broadband without reference to any specific provider. The map will not include information regarding ownership or control over the network or networks providing service. Information submitted by a broadband provider in connection with this section shall be excluded from the requirements of the Virginia Freedom of Information Act (§ 2.2-3700 et seq.). Information submitted by a broadband provider will be used solely for the purposes stated in the Budget Bill and will not be released by the Department, or any other public records custodian, without the express written permission of the submitting broadband provider.

Commonwealth Connection was created by the Center for Geospatial Information Technology at Virginia Tech and DHCD and is annually updated by internet service providers through this portal.

NEW 2024 CHANGES
The 2024 Submission has some changes and new requirements. Please read the new 2024 CSV and GIS Guidelines. Changes include mirroring all of FCC's Broadband Data Collection requirements.
SUBMISSION GUIDELINES
The Submission Guidelines for all providers is to ensure all the data being uploaded is correct and contains the information needed to create and display the results on the Virginia Broadband Availability Map.
CSV AND SHAPEFILE GUIDELINES
The CSV and GIS Guidelines has been updated for the 2024 submission. Fields have changed to align with FCC's Broadband Data Collection.
Data Processing
After your submission, the information is handled in a "hands off" approach with automatic scripts to create and update the information on the Virginia Broadband Availability Map.
1. Provider Data Submission
Each internet provider prepares data to be submitted according to CSV or GIS file specifications.
2. Secured and Private Storage
All data submitted by each provider will be securely stored on DHCD's servers in order to protect sensitive information.
3. Automatic Data Processing Scripts
To protect sensitive information, submitted data will be processed by scripts that will analyze the tables and store it in a secure database that will be used to develop the final Virginia Broadband Availability Map.
4. Virginia Broadband Availability Map
The Broadband Serviceable Location Fabric (Fabric) unique addresses will be used to calculate percentage of broadband coverage for each census block. The final map will show the difference between the data submitted to the FCC vs the Virginia collected data.
